Opening a gym in India follows a clear sequence: lock your concept and location first, then sort your budget and legal registrations, fit out the space, hire staff, set prices, put software in place, and run pre-sales before you open the doors. Skip a step or do them out of order and you either overspend or open under-prepared. This checklist walks you through every stage in the right order, with the key decisions and actions at each one.

Use the gym opening cost calculator to size your budget alongside this checklist, and the gym business plan tool to turn the decisions below into a document you can take to a bank or investor.

Step 1: Define Your Concept and Target Member

Before you sign anything, answer three questions:

  • Format: Full-floor gym, boutique studio, CrossFit box, MMA gym, personal training studio, or a mix?
  • Member profile: Age group, fitness goal (weight loss, strength, sport-specific), income level, working hours.
  • Price positioning: Budget, mid-market or premium — this shapes everything from location to equipment brand.

A boutique strength studio in a Tier-1 city runs very differently from a large-format gym in a Tier-2 town. The clearer your concept, the easier every subsequent decision becomes. If you are unsure about format differences, see our guide on gym vs fitness centre vs CrossFit box business differences.

Step 2: Choose and Validate Your Location

Location affects footfall, rent, competition and the type of member you attract.

Checklist for evaluating a site:

  • Walk-in traffic or easy parking within walking distance
  • Proximity to residential buildings, offices or colleges your target member lives or works in
  • Competitors within a one-kilometre radius and their price points
  • Ceiling height (at least 10–12 feet for free weights and functional rigs)
  • Single-phase or three-phase power supply (commercial equipment needs three-phase)
  • Fire exit compliance and ventilation possibilities
  • Landlord's willingness to let you make structural changes

Use the gym space planner to check whether the square footage matches your planned equipment layout before you commit to a lease.

Step 3: Build a Realistic Budget

Costs fall into four buckets: fit-out, equipment, pre-opening (deposits, licences, marketing) and working capital for the first few months before membership revenue covers expenses.

Use the gym opening cost calculator for your specific numbers. For a detailed look at ongoing monthly costs, see calculate your gym's monthly expenses.

Budget checklist:

  • Security deposit and first-month rent
  • Civil works: flooring, false ceiling, electrical, plumbing, air conditioning
  • Equipment (free weights, cardio machines, functional rig, mirrors, fans)
  • Reception and software setup
  • Signage and branding
  • Licences and registration fees
  • Pre-opening marketing spend
  • Staff salaries for the first two to three months before break-even
  • GST registration and accountant fees
  • Contingency (at least a tenth of your total fit-out budget)

Step 4: Registrations and Licences

This step trips up more first-time gym owners than any other. Requirements vary by State and municipality, so confirm the exact list with a local CA or lawyer. The gym licence checklist covers the common requirements; use it as your starting point, not a substitute for local advice.

Registrations you will typically need:

Registration / LicenceIssuing AuthorityNotes
Shop and Establishment ActState Labour DepartmentRequired in most States before you open
MSME / Udyam RegistrationMinistry of MSMEVoluntary but useful for bank loans
GST RegistrationGSTN (Central Government)Required above ₹20 lakh aggregate turnover (₹10 lakh in special category States)
Trade LicenceLocal municipal bodyName varies by city
Fire NOCState Fire DepartmentUsually mandatory above a certain carpet area
Lift licenceState Inspector of LiftsIf the premises have a lift
PF and ESI registrationEPFO / ESICConsult your CA for applicable thresholds; confirm current limits before registering
Professional TaxState Commercial Tax DeptVaries by State; some States exempt small employers

GST rule (effective 22 September 2025, per the GST Council and CBIC): Gym, fitness centre and yoga services attract 5% GST without input tax credit. Within a State this is charged as 2.5% CGST plus 2.5% SGST; between States it is 5% IGST. The SAC code is 999723. Products sold by gyms — protein supplements, merchandise, equipment resale — carry their own HSN-based rates and are not covered by this rule. Registration is required above ₹20 lakh aggregate turnover (₹10 lakh in special category States). If your turnover crosses ₹5 crore, e-invoicing applies. Confirm current thresholds with your CA and see GST for gyms in India: a simple 2026 guide for a fuller explanation.

Step 5: Fit Out the Space and Source Equipment

Once the lease is signed and registrations are in progress, fit-out and equipment procurement run in parallel.

Fit-out sequence:

  1. Civil works first: flooring, electrical upgrades, air conditioning ducts, plumbing for the washroom
  2. Rubber flooring and mirrors after civil works are complete
  3. Reception counter, storage, changing rooms
  4. Equipment delivery and placement (use your space plan)
  5. Signage, branding and music system

Equipment checklist (adjust by format):

  • Free weights: dumbbells, barbells, weight plates, kettlebells
  • Strength machines: cable systems, leg press, smith machine
  • Functional area: pull-up rig, battle ropes, plyo boxes
  • Cardio machines: treadmills, bikes, ellipticals
  • Stretching and mat area
  • Reception desk, computer or tablet, printer
  • Biometric or QR attendance device

For detailed equipment cost estimates, use the gym equipment cost calculator.

Step 6: Hire and Train Your Staff

For a new gym, start lean. Overstaffing before you have members eats your working capital.

Minimum opening team:

  • One or two certified fitness trainers (check ISSA, ACE, K11 or equivalent certification)
  • A receptionist or front-desk person (can double as admin)
  • A part-time accountant or CA for GST filings and payroll compliance

Before your first staff member starts:

  • Draft offer letters with clear salary, role and notice period
  • Open a business bank account for salary credits
  • Register for PF and ESI if applicable (confirm thresholds with your CA)
  • Set up role-based access in your gym software so each staff member only sees what they need

For more on managing staff costs and commissions, see trainer commission tracking: fixing a costly gym problem.

Step 7: Set Your Membership Pricing

Pricing affects perceived quality as much as it affects revenue. Set it too low and members assume the gym is basic; set it too high without the right fit-out and you will struggle to sell.

Pricing checklist:

  • Survey two or three nearby competitors for their monthly, quarterly and annual rates
  • Decide your membership tiers: day pass, monthly, quarterly, half-yearly, annual
  • Decide what is included at each tier: gym access only, group classes, PT sessions
  • Price personal training packages separately from memberships
  • Decide whether to offer a joining fee or waive it for launch members
  • Factor GST into your displayed prices (inclusive or exclusive — make it clear on every invoice)

Use the gym pricing calculator to check that your prices cover costs and leave a margin. For a deeper look at pricing strategy, see gym pricing strategies: how to price your memberships in India.

Step 8: Set Up Your Software and Payments

Do this before you take your first rupee, not after. Trying to migrate messy spreadsheet data once members are already in is painful and error-prone.

Software setup checklist:

  • Choose gym management software (see below) and set up your profile
  • Create membership plans with the correct GST rate and SAC code
  • Connect your payment gateway so members can pay by UPI, cards or netbanking
  • Set up WhatsApp reminders for fee due dates and renewals
  • Configure biometric or QR attendance devices
  • Import any founding-member data from your pre-sales signups
  • Give staff their logins with the right permissions

Step 9: Pre-Sales and Marketing Before You Open

The gyms that open to a full floor are the ones that sold memberships before the doors opened. Pre-sales also give you cash flow to cover the last few weeks of fit-out.

Pre-sales checklist:

  • Create a founding-member offer (discounted annual membership for the first batch of signups)
  • Build a simple landing page or self-serve signup page so people can pay online
  • Run WhatsApp broadcasts to your personal network asking for referrals
  • Post progress photos and videos on Instagram and share in local resident or housing society groups
  • Tie up with nearby offices or residential complexes for corporate membership enquiries
  • Collect phone numbers and follow up every lead within 24 hours

Step 10: Launch Week

Launch week is about converting curious walk-ins into paid members and making a strong first impression on people who pre-paid.

Launch week checklist:

  • Soft launch (two to three days before official opening): invite pre-sales members for a walkthrough and first workout
  • Official opening: a short event with a local influencer, a group workout or a trainer demo
  • All systems live: attendance, billing, WhatsApp reminders — test every flow before the first member walks in
  • Staff briefed on the member onboarding script: tour, goals discussion, membership sign-up
  • Referral programme active: give founding members a reason to bring a friend in week one
  • Follow up every walk-in the same day with a WhatsApp message

FAQs

What licences do I need to open a gym in India?

At a minimum, you will need a Shop and Establishment Act registration, a trade licence from your local municipal body, and GST registration if your turnover will exceed ₹20 lakh (₹10 lakh in special category States). A fire NOC is required above a certain carpet area in most States. Use the gym licence checklist and confirm the exact list with a local CA or lawyer, as requirements vary by State.

What is the GST rate for gyms in India?

From 22 September 2025, gym, fitness centre and yoga services attract 5% GST without input tax credit — charged as 2.5% CGST plus 2.5% SGST within a State, or 5% IGST for inter-State supplies. The SAC code is 999723. Products sold by the gym carry their own HSN-based rates. Confirm current rules with your CA; the CBIC website is the primary source.

How much does it cost to open a gym in India?

Costs vary widely by city, format and size. Use the gym opening cost calculator to build your specific estimate across fit-out, equipment, pre-opening and working capital. The gym business plan tool lets you turn that estimate into a full plan.

When should I set up gym management software?

Set up your software before you take your first payment — ideally two to three weeks before you open. This gives you time to create membership plans with the correct GST settings, connect your payment gateway, configure attendance devices and test WhatsApp reminders, so everything runs cleanly from day one.

How do I get members before my gym opens?

Offer a founding-member rate (discounted annual membership) and let people sign up and pay online through a self-serve page. Broadcast the offer through WhatsApp to your personal network, post progress content on Instagram, and tie up with nearby offices or housing societies. Follow up every lead within 24 hours and invite pre-sales members to a soft-launch walkthrough before the official opening day.
